Q: turned on unit, no display and c.v. and c.c lights flashing alternately?

Return the unit, sounds like a failing resistor in the control circuit that controls the switching power supply, but not sure….until the power supply is put on the repair bench….best of luck!

Q: Can this unit interface with a datalogging computer?

This unit does not have any interface outputs to plug into. Unless you use external sensors.

Q: Can this power supply be powered off/on under load (24vdc 250 watt brushed motor) ?.

If the rush current of your motor does not exceed 10amp I believe that this power supply will work well
