The range is 0.1 to 12 meters. The second part of your question is difficult to answer since it would depend on factors such as the reflectivity of the object and distance from the lidar. Be aware that this product does not perform well in bright sunlight.

Can this unit be used in a large water tank (10m high), to measure distance from the top of the tank to water level? Will laser beam reflect properly?

This device uses infrared laser. I am not sure how much reflection can be in the surface of clear transparent water. I think it would be minimum and that will be bad for the measurement. I would go for an ultrasound sensor instead.
