How does the spray work as far as removing, or replacing felt in the future? Is it hard to remove from the slate, not just the felt but left over glue

It's not a permanent glue, you should be able to remove felt without a problem. If some pieces of felt remain you can easily scrape off with a blade. It shouldn't be too difficult.

Can it be used to reattach backing on a wool rug?

I don't know about wool specifically, but I've used it to glue tiles to a cement floor, reupholstered a metal stool and recovered my pool table. It's tough stuff. Use liberally and let dry thoroughly before moving piece around

I would use 3M trim adhesive instead.
