Q: Does this come to a true point? or is there a small flat area at the end like most v bits? i need a true point for cnc lettering.

This bit seems to be as true a point as is possible without creating a weak tip that would bend or break easily. There is a definite effort to have a sharp tip instead a flat.

Q: what would be the stepdown setting when adding the 3/4 60 degree 5/8 vbit into a tool database?

At most 3/8", but less depending on hardness of material being cut.

The diameter is 3/8" and the height of the actual V is about 3/16". You are correct that the full cutter height is shown as 3/16" and should really be 3/8".
