The instructions I recieved say nothing about where to buy replacement parts or blades

They say that you can. Have used mine very much on 26 and 29 gage sheet metal with no appreciable wear. Keep it oiled as they say.

The round hole should face the direction you are cutting. Set screw can be changed using Allen wrench. Be careful of cuttings , small pets can be injured if allowed to fall on ground. Safe cutting area should be designated
