Is this safe to lay in straw bedding? I have an outdoor feral cat house with straw inside.

We also shelter feral's, Yes I have placed one in a Styrofoam shelter that has straw in it. No problems and cat loves it. I placed it on the bottom, straw on top,works well, cat tunnels in making it's own comfort shape. Good luck Winter is here!

can I put this pad on top of my kitty’s current soft fluffy bed?

Yes. Just be sure you have the cover that comes with it on. I use mine on our front porch on two rocking chairs that have cushions on them. I lay the pad on top of the cushions and my outdoor kitties love them. The cover is washable, as well. I can' t say enough good things about this pad. Many of my friends have purchased it on my recommendation and not one has been unhappy.

can this be placed under a cat bed or does it need to be on top of the fleece bed?

I think it needs to be placed on top for the thermostat to work properly. K&H says not to use any covering except for the fleece cover they sell. If you put it underneath the pet bed you could damage the unit. I use these pads for feral cats it outdoor cat shelters on top of other softer pads and they work well.

Is this bed bendable because it looks pretty solid and its slighlty to big for my feral cat house? please let me know, thank you?

Hi. I bought this bed this fall for my elder cat. It is rigid and really not very bendable. He has a small hut that he likes to sleep in and I bought this bed in the 'petite' size. It was plenty big enough for his little hut and has performed very will this winter! I hope this helps!
