I Have used it with my phone and tablet but not at the same time. I believe it would be possible but ( I DONOT KNOW FOR SORE ).

Will “target vision” app do the job? tried to download “longshot hd by target vision” said it required ios 12 ...my ipad(10.3.4) will not download

Yes, the TargetVision app will still work. The app will simply not be updated any further as we move to the LongshotHD app.
