Is there plugs with these? If not, how are they connected to or powered?

No they do not have a plug, you have to solder one wire to a positive and the other to a negative, if you put one wire on one end of a AA battery and the other wire on the other end the pump will work. you will need three AA battery's to pump the water up to the top of the 3meter clear pipe. two AA batteries or one are not strong enough.
