Does this change barrel harmonics?

Anything with mass placed on a barrel will change it's harmonics. That's physics at work. Whether or not it will effect accuracy is another matter. I would suggest that if you notice a negative effect on accurate move this temperature band around on the barrel in small increments - you will likely find a point where accuracy returns to normal. Do not place this or anything else between the barrel and the stock. Any contact will ruin the benefits of a free floated barrel and likely result in vertical stringing.

Do you have to remove muzzle brakes to put these on a barrel ?

For most platforms no. With the ability to stretch to 2" diameter barrels, that's usually plenty slide it on. AK47s can be tough if you want to get it over the front sight post, but a lot of people report it as being doable.
