Are the shelves "adjustable" only by removing a rack or can you adjust each shelf up or down to change the spacing distance between each shelf?

The shelves are adjustable. Each shelve can be moved independently to accommodate different size pans with limitation on size.

Why doesn't it fall over with the weight of the pans stacked on it?

If the largest pans are put at the bottom, it doesn’t fall over

Is it strong enough for cast iron skillets?

I have one cast iron skillet and I just keep it on the bottom! It is very sturdy. I have 3 other pans on it as well. Fits perfectly in my cabinet with still more room in and around it!

Will this fill into a corner cabinet whose shelves are 13" apart?

If the "apart" is vertical, then it won't fit. If the "apart" is horizonital, then that depends upon the size of the skillet. I use mine on a counter top.
