Is this considered a sequestrant?

This product is considered a sequestering agent, yes. It prevents the formation of scale on your spa's shell and equipment.

What color is the solution supposed to be? My first bottle I bought was a light blue however the new bottle I got is almost a red rust color.

Like an opaque brown. Previous packaging for this packaging had been partially see-through, so it may have been dyed blue for a better look before, but now the plastic blocks all views so the color can be natural.

What are the actual ingredients in this product? Stain and Scale Control?

The active ingredients are primarily acids. Including phosphoric acid, etidronic acid, and Butenedioic. These are at least the dangerous chems listed on the MSDS sheet. The bottle simply reads "multiple active ingredients." It's safe to use in your pool as directed, but don't drink it or get it in your eyes. If it gets on your skin, minor irritation may occur if not washed off as soon as possible.
