Is this suitable for a 3 year old?

They probably wouldnt get use of all the features of the game to begin with but they will still have great fun scooping, basic counting and colours 😊 once they are a bit older, they'd be able to enjoy the whole game

Would the cones and ice cream moulds work well with kinetic sand?

It’s not great with kinetic sand… you can’t use the cones or ice cream scoops to make sandcastles because the sand doesn’t hold the shape well. They also are a pain to clean. We did it once but not again! But on its own it’s a great toy for playing ice cream shops!
