I can't get the large side to go over the end of the steering rack. How did you guys modify it to fit? Should I just cut it at the large end?

NO! I folded it around. Imagine taking a sock and and flipping the opening inside out. This stretches it a little bit and you should be able to work it on and then unravel it around the end of the steering rack. Or use a screw driver to work it around, like taking a tire off a bicycle wheel. With that it's not an easy task, you just have to work it on.

What is ID on both ends & relaxed length?

The length from end to end is 185mm. The smaller ID is 9.75mm and the bigger ID is 43.5MM.

This will fit both side. This part number is for the driver and passenger side.
