Yes all these light bars are the same. Theres 3 wires a positive negative and a positive trip wire that causes it to change between modes. Youve got two options A find the mode you like un plug cut and hard wire. Then cap the third wire B run two switches a simple on off and a spring loaded switch with the 3rd wire on one side and negative to the other side so you can change patterns

Don’t some states, e.g., Louisiana, prohibit the use of any blue lights on passenger vehicles? I’d like to request manufacturer input on states’ laws.

Almost every state prohibits the use of red or blue flashing or revolving lights on all vehicles without permits from that state, and they are restricted to law enforcement officers, firefighters, EMT's, ETC. It IS NOT the manufacturers responsibility to tell you what the laws are in each state. YOU check the the laws in YOUR STATE before buying them. You need to check your state laws, not here. Go ask a cop in your state.
