Does it come with the hanging folders,

They are great containers but do not have the hanging folders. They are empty inside.

will it fit 9"X11.5" envelopes?

It would be tight especially at the bottom. I use it for normal hanging files, and that is fine. Probably depends on how full the envelopes are, If they are crammed full, might not be a good idea. Also, these are fairly light weight. Useful for small jobs, not heavy duty.
