The rack has a about 3/4 " clearance fro the cabinet floor to the rack's floor upon which you place the contents.

Q: Can you mount this to upper cabinet over fridge?

As long as your are able to mount the unit to the floor or sides of your cabinets, are able to attach the cabinet door to the front, and have enough space to fit the full product dimensions of 32.36"W x 21.9"D x 5.2"H, then you can install this into an upper cabinet over your fridge.

Yes, but beware that if you mount this to the floor of the cabinet you should be fine, but many consumers think they can mount to the inside/side of the cabinet and overload the product. Depending on your cabinet construction or the quality/thickness of the interior walls the screws might rip out immediately or over time.
