Does Arlington Industries make a rectangular (9x6) mounting block for 1/4 inch shiplap projection?

No, they don’t. You could find alternatives at lowes. I am not sure about the 1/4”. Good luck!

Are the provided mounting screws sufficient with fiber cement siding or should I use Tapcon screws? Has anyone had issues with cracked boards?

The supplied screws will only go through siding and wood. Anything else you have to get the proper fasteners. I did not have any problems cracking the siding but if you have freezing weather maybe you should pre-drill

What kind of paint is used on this? Is vinyl dye appropriate?

According to the manufacturer it is paintable and has no special requirements. I painted one of them and Coating and adhesion seems perfectly acceptable. Just to be safe I primed it with Krylon Fusion which is specifically made for plastic before I installed and painted it. These are good products and eliminate the extra step of cutting a hole for a box when all you want is to add an extra fixture. The price is right for the simplicity of installing one or two. Any more than that or if it's a new construction defeats the advantages.

Will this work on siding that's installed at 45 degree angle? How do you determine lap size of your vinyl siding? Measure how far it sticks out?

Yes, you could mount the Arlington box on the 45 degree angled siding and you could rotate the metal bracket that screws to the box that holds any light fixture you are installing. You need to measure the depth of the lap, or how far it sticks out. The notch on the box comes in either 1/2", or 5/8" depending on the model number you buy and this is what fits over the lap depth. I have used these boxes and they are fantastic, easy to install with no cutting into the siding to mount an electrical box. Good luck!
