Can I use this to connect a laptop to a monitor to achieve 120/144 hz? I've heard that you need an active adapter or something.

You do not need an active adapter . This cable is fully capable of achieving 144Hz from a laptop to a 144Hz monitor

Does this wire support uhd 4k @ 60hz and 2560x1440 @ 60hz for sure? Also does it support DP 1.3 version?

Confirmed this cable does support 4k @ 60hz i use it with my samsung UE590 and it works flawlessly. and yes it does support DP 1.3, i also used it at 2560X1440 on my secondary monitor and it runs great at 60hz as well.
