Will this fit through the plastic bottom tether loops of a Garmin Trec 30?

Looking at photos of the Garmin, I believe that it will fit. The cable has a box shaped fitting on the end which measures about 1/8 inch on both sides. make sure that something that size will pass through the GPS anchor point or you may have to use an intermediary connector. However, depending on what you want to do, the small T-Reign might not be suitable for your application. The small tether will probably work well for basic retention (i.e. in case you drop the Garmin), but it only has about 4 oz of retraction force and no lock. I don't think you could leave the Garmin hanging from it as a means of wearing or supporting it. If you want to support the GPS from the tether, you probably want the large or extreme model which have much more retraction force and a slide lock to keep the GPS from yoyoing up and down as you walk.

Will this support a fishing net without it pulling down when not using it?

You'll have to weigh your particular fishing net and compare it to the specs. I can tell you from experience though that the static hanging weight spec they give doesn't apply to "walking weight" . the movement of walking causes the spool to unwind a bit and then the swinging motion causes more unwinding till its flopping around. Mine didn't do this with a few keys till I added some and got closer to the rated weight. (but i was still well under what it claims to handle)
