Does this pole come with anti-wrap rings (i.e., rotaing rings to prevent flag from wrapping around pole)?

They come with metal clips, that hold the flag. They are pretty tight on the pole, so they wont slide up or down. Not sure how good they would be in preventing the flag from wrapping around, if the wind was whipping around in all directions.

Does the flagpole come with the mounts?

If you mean the mounts for the flags, yes and they work well. They are adjustable to a point. I like them. It does not come with a mount to hold it in the ground. I really do like it.

how wide is the base of this pole?

The base of the pole fits into a fishing rod holder and that is a little over 2". I would guess that the pole is around 1 3/4" to 2".

i would like to use this pole to put banners on it 10x4 ( 10 long and foot tall)

Depending on weight of material it'll likely bend the pile quite a bit. I fly two flags on mine and it definitely flexes a bit. Not horrible & I'm still very happy with the purchase.
