Can i use this on my goat?

I have no idea! If you are using it for goat sheath cleaning, my vet recommended Dawn and it worked just as well if not better.

I've seen this product recommended for the bumps acquired with rain rot. Anyone used for that purpose? Thank you!

I have not. I also didn't find it any more effective for cleaning a sheath than good old Dawn! And that is what my vet recommended.

can you use this as a shampoo and just clean the whole horse at the same time?

This isn't shampoo and I probably wouldn't recommend that - it is a gel and takes a while to lather. It is also not a huge bottle and more expensive than ordinary shampoo or even Mane and Tail shampoo. I'd recommend only using this on the sheath and using something much cheaper (and more appropriately designed) for the rest of the body, like Mane and Tail, Cowboy Magic, or even just store-brand shampoo or something like Suave.

Can this be used on dogs?

I don't know that it would hurt a dog if used externally (but I'd check with a vet to be sure), but I'm not clear that it would be helpful for a dog. It is designed to breakdown smegma (build up do skin and urine and secretions) around a horse's sheath. I have a dog and she has nothing like that on her. I'd probably recommend dog/puppy shampoo for anything on a dog, not sheath cleaner.
