Q: Can you adjust the wheel size for the speedometer?

Yup. Hold the + button down and it will take you through the set up process. You will need to measure the circumference of the wheel - simple way to do that is to put the bike on the ground with the valve at the bottom, make a mark on the ground, and roll the bike until the valve is back at the bottom. Make a mark again and take the measurement between the two marks. This one takes the measurement in metric (mm if I remember correctly, so do a bit of conversion if your tape is in inches).

Q: Could I put it on my forwheeler?

If it has a round handlebar 31mm or less, you can mount the light for sure. Whether or not you can use it as a speedometer will depend on whether your wheels have spokes and a fork-type tube where you can mount the sensor that can go pretty close to the spoke. And this one is wired, so you need some way to run the wires down to the sensor. Really designed for a bike, but you may be able to rig it up.

Q: Can I use it in the rain

If you are not using the horn part of it, I am sure it would be fine in the rain - the charger port that doubles as a horn switch connection has a rubberized cover that should keep the water off if it is closed. But if you have the horn cable connected, it leaves that port easy to get water in. If I ride in the rain, I unplug the horn cable and close the port off with the cover and have not had an issue. I wouldn't use it in pouring rain anyway (you probably should not be running when it is pouring but that is my opinion).
