Is the plastic 'stiff' or 'pliable'?

The plastic is pliable. It is similar to a heavier trash can liner. I could insert my hands and manipulate the controls on the camera or I could manipulate the controls through the plastic. It's pretty much like using a good trash bag over your camera, but it's cut to fit the camera and give you easy access to the viewfinder.

can this be used with a sling neck strap such as the Fotasy NSQF?

My short answer is YES. I have "Anti-Slip Sling Neck Strap", however I used Rainsleeve with normal strap and it works perfect. Idea is same and I don't think that using it with Fotasy NSQF type strap will shock you. Only think is, when using telescopic lens (main is EF 18-200) rainsleeves become a little uncomfortable, however it is first filling. When you will use it you will love it.Reg, Elchin.
