how is this wired? is the sense A and sense B shorted together? Or is the sense B shorted to ground?

I don't know what is grounded or shorted to what. That would be a question for the manufacturer. However, I have used this adapter several times in different GPU installations and it has worked every time, which is all that matters to me.
