What is the difference between this ratchet and the 2557-20?

This is high speed ratchet with 450rpm. 2557-20 is normal ratchet. Only 250rpm.

can you break loose a bolt by locking the tool and manually loosen the bolt? or do you have to use a standard wrench or socket to do so

This ratchet can only loose 10mm screw only. By the way, you must understand ratchet function. If you want to break screw like 12mm, 14mm you must use impact wrench. Then can use ratchet to loosen it.
