Q: What is the combined weight of the two fenders?

The SKS website states 365 g. However, my postal scale says 410 g.

Q: I have 700 x 26 tyres. will i be okay installing the 18-25 or you recommend getting the xl 25-32?

We would recommend the XL version (25-32) for this application.

Q: The picture shows pro version, not pro xl. is that a wrong picture?

The picture is correct, the reason it is different is because both the Pro and the Pro XL are offered on this listing when you look at the drop down. The Pro version is 700x18-25 and the Pro XL is 700x25-32.

Q: I have 700 x 28c tires, should I get the 18-25 or 25-32 size?

You need to go with the 25-32 size for your 28's!
