Leakage from the spray bottle stained my stone hearth. Is it oil based? What can I use to get it off in finished sandstone?

The stuff is basically a solution of manganese. The discoloration is much like inside a toilet in a home with very hard water. Check out methods for cleaning that. The product is not oil based ...If it were, it would flame up immediately.

Can i spray directly onto creosote buildup?

You can but it will have little-to-no effect. It’s a preventative; not a remover. Have your flue cleaned by a chimney sweep and a physical brush first. I used this through 3-4 heating seasons. I heat almost exclusively with wood and, even with this product I was getting too much creosote. My licensed sweep then gave me a bottle of a new product called “Cre-Away” which has worked MUCH better for my Vermont Castings wood stove. TMI?

Will this damage the catalytic convertor in a wood stove that uses one?

It wouldn't occur to me to burn *anything* other that perfect wood with the catalytic converter/combuster engaged. That said, from the container- "Stoves with Catalytic Combustors-- "Put combustion in bypass mode before treatment and for about 1 hour afterwards. Never spray ACS on an operating or hot catalytic combustor".
