It is 120 as far as I know. It works great. I have not tried it on a 220v.

How do you hook up ps3 to tv

That is very easy. All of the wires are simple. The back (or side) of your TV should have a HDMI port, similar to what your cable or satellite uses. Plug this in, hook up the power, plug in your controller to charge and assign the name to the HDMI port. Your tv book will help you with that or many just have a button on the remote. Easy as that.

can you use a computer monitor with this system?

Yes . You might have to purchase an adapter for your monitor depending on what it requires . Any newer HDMI monitor would need nothing else , just a regular HDMI cable . Older monitors would require an adapter . It's probably not worth it if your monitor is smaller than 27" , text is very hard to read at that size and you'll have to sit very close to the screen . It will work though with no doubts .
