Is this dishwasher safe?

I’ve never used it in the dishwasher. I’ve only handwashed it and it still looks like new

Will this work on a plastic five gallon pail lid?

I'm not sure. It is a very large opener and I use it on 46 oz cans of juice, and it opens a large portion of the lid. I suppose it depends if the part that holds onto the can lid side will catch on the plastic side of the lid and allows the leverage needed to hold it in place to allow the top to puncture the top. It is a very large and heavy duty opener compared to the average ones. Don't know if this answers your question or not. I'm not really familiar with plastic 5 gal. containers. And it would depend on how thick the lid is. If it catches to low on the side, it wouldn't allow the puncture point to get to top.
