What do I do if water/moisture gets inside the nose pads? Am I just not supposed to wash them with soap and water?

I don't see how issue can occur as they appear to be a solid molded plastic pad. Or just change to a new pad. I clean mine everyday and have never had the stated issue.

Is this only for one type of glasses, not the plastic?

I am not absolutely certain of what exactly you are asking; but if your glasses do not have nose bridge prong pad mounts, then you will need some sort of adhesive to attach them. These pads are intended to be mechanically attached to the prong with set screws included. I hope this answer helps be well and see clearly!

Do these nosepads work the prada's linea rossa ps 51nv line? i am unsure if prada's are standard or if they use a different type of measurement

I do not own Prada, but these pads are designed to mostly universal application to all glasses with nose bridge prong mounts. You may want to retain and reuse the tiny mount machine screw from the Prada model as the screw is the only item that cannot be modified if the receiving end is sized and threaded for Prada screw type only.
