Yes, it can function perfectly well with normal USB C connections and devices. The cable enables high-speed data transfers for video and data storage devices. With lower speed data transfers between USB C devices, it also works perfectly well at lower speeds. The Thunderbolt-4 cable is, however, more expensive than an normal USB C cable, so it is a bit of cost overkill, but will work perfectly well at the lower data speeds.
