This is supposed to be water *proof*, but I want to seal the seams anyway. Can anyone recommend a sealant they've used that works?

Gear Aid - GEAR AID Seam Grip WP Waterproof Sealant and Adhesive for Tents and Outdoor Fabric, Clear, 8 oz, Model:10910. Will this fit a Swiss Gear (now under the name Wenzel) Smartshade?

It will fit any 10 X 10 so long as it has the adjustable center/top adjustment. But yes it will fit otherwise. The center peak will need to be adjustable ..

I measured my frame and its 114 3/4" x 114 3/4" and the pole in the center is 46" will this fit?

If your center pole is can be ad-justed yes in not it may be to long for the center pole
