Are these able to withstand chlorine in a swimming pool?

Yes, they are safe to be used in chlorinated water. All of the water lily pads and lotus are made of high quality foam material.

The "directions" say add weights to the bottom. What do you use for weights?

A fishing anchor, fishing weight, small heavy washer, stone and something heavy are all perfect for weights.

Do all pieces come with hooks for weights? Only the flower pieces I got had hooks. I've contacted the seller.

Same here, but I used some thin craft wire and buttons to add a little weight to the pads. Button on top and button underneath with wire poked through the pad to tie the two buttons together. We have some fierce winds up here so I added a few more buttons underneath to both the pads and flowers. Looks cute and so far none have gone missing, just flipped over in the water or the edge of the pond. No link to add picture only video. Still worth the purchase for me!

Has anyone tried these in a duck pond?

My pond had ducks as vistors, But, the ducks left them alone only motion of the water may have change their position. You can tie a weight to the bottom of the petal.
