Q: should these be mounted with screws not just with tape?

In my experience, I would say yes. I've gone through much trial and error with these. Tape failing and dropping the exciter, too close or far from the panel, not evenly distanced on all 4 points, type of material, weight and thickness and no vibration dampening. My current solution is all nylon(less weight reducing how hard the exciter has to work.), 10mm tall, M3 standoffs with nylon bolts, washers and nuts, along with M3 rubber damper balls. Plus LLPT nano double sided tape, strongest hold of these kinds of tapes, to keep the middle cylinder connected to the material and from smacking it. They're now playing louder and cleaner sounding than my Polk RTI A7 floor standing speakers, minus frequencies below 200hz. Good luck figuring them out!
