Would these work for installing an anchor trolley for an inflatable kayak?

It has worked real good on my pontoon boat.

Is this strong enough to attach the scotty anchor lock?

As long as you get the right glue. I use mine for the anchor lock.

Can I use this to mount a canopy onto a intex marina 4 inflatable boat?

yes but be sure to make sure you use the right glue compatible with your boat. Not sure what the Intex is made of, PVC or ?? There is lots of info on the internet. NRS (Northwest River Systems) in Boise is a great resource with some how to videos of how to properly install a Scotty Glue On pad on different surfaces.

Does it come with instructions?

There are no instructions in the package. Plenty install videos on You Tube. The most important tip is match the type of glue to the material your inflatable is made out of.
