Initially, they can be hard to turn on and off. After a short break-in, even though they remain on the tight side, I've never had any problems.....on or off. It hasn't ever been an issue. I can see how somebody though with arthritic hands, might have a problem. The looser the fit though, the more apt it is to leak.

Can this be use to Connect two hoses together?

Yeppers. The black end is compatible with typical faucets, but that end is identical to the output end of typical hoses. The other end matches the input of hoses, so you can either start at a faucet or place this inline at the end of the first hose. I use this one at the end of the drinking water hose going into my RV to provide a shutoff function at that location.
