are there any installation instructions?

I believe there was, but even if there isn’t it’s a simple install. I’m very happy with it.

Will this fit a 1990 Electra glide?

It fits my 2017 883. Don’t know if it fits yours.

the weld that holds the nut on the underside of my fender is broken. Does this have some way to secure the nut on the underside of the fender?

The kit that includes the bolt and nut is for situations like yours and gives the bolt something to fasten to. Otherwise, any nut from your local hardware or automotive store that fits 1/4-20 threading will work. In either case, it might not hurt to put a bit of Loc-tite on it to keep it from shaking loose over time. If you're asking about hard mounting the nut to the fender itself (i.e. welding, epoxy, JB weld, etc.,) then no, it does not.
