Q: Ordered the 39's & they are too long; the arch doesn't hit my foot correctly. Will the 38 will be too short? Ideas or experience?

No, they won't be too short. I had a 40 and went to a 39; the difference is subtle but the 39's arch now hits in the right spot (though my toes are now RIGHT at the end of the shoe -- the 39's gave me the space of a thumb between the tip of the shoe and my toes). However, the stretchy material still lets me wiggle my toes. In short -- no pun intended! -- the 38 should give you the proper foot-bed size and fit.

Q: Are these slip resistant?

I haven't worn these often, but the few times I have worn them were on dry concrete, indoor wood and vinyl. The soles are solid but cushiony rubber that seem slip resistant. I haven't worn them in wet conditions. Hope this helps.
