Does it come on when the lever is pushed down or when released up ?

It will operate either way depending on which two of the three contacts you connect to.

Will it work for 12v?

It will handle at least as much current at 12v as is listed for 125 and 250 volts. So at least 15A for AC and 0.6 A for DC. It will almost certainly handle more, but then you have a extrapolate instead of knowing for sure.

Does it work in 3.3 V circuit?

These are better for higher voltage, higher current circuits, like for actuating a motor or relay. For low voltage, microamp or low milliamp logic-level circuits gold plated "dry circuit" contacts are much more reliable.
