Can you use lighter fluid instead of kerosene?

I can understand shipping regulations for lighter fluid but why not just ship with an empty fluid bottle so that the customer can fill it?

We sorry about the problem. Actually the original bottle was sealed and for one time filled. You have to cut the tip so that squeeze the fluid inside the hole. By the way, do you think customer need a small empty bottle come with the lighter? I mean the fluid bottle are all with a small tip for easy filling, thanks.
