Q: Can this amplify a video signal to allow splitting on multiple viewing screens ?

No. It is for audio only (and in my opinion, doesn't even do that well). You need a device that is specifically for video, like this: https://www.amazon.com/MT-VIKI-Splitter-Composite-Distribution-Amplifier/dp/B0882RHYTW/ This will take a composite video input, amplify it, and provide multiple outputs. It also does the same for the associated audio inputs.

Q: What are the exact dimensions of the power connector? The connector has 2 dimensions, the outer diameter and the inner pin diameter (5.5 mm x?)

I don't know. My Mini Stereo Line Level Amp stopped working the second week I owned it. I recommend buying something else.

Q: Will it give a full 2 volt line out RCA signal

So long as the input level is sufficient to create a 2V output signal, the answer is yes. If the input signal is not of sufficient amplitude it will/can not.
