I own a Lee Classic Turret Press. Is this an off-press powder measure that mounts onto a bench top or does it screw into a die slot?

It does screw into a die slot. I screwed it into my lee turret press to make sure. I have mine mounted off-press with the optional bench mount, but it clearly will screw into a die slot.

Can I use this to easily and accurately measure material the consistency of say flour or powdered sugar in 1 gram doses

Maybe sugar because it has a similar consistency to gun powder but I doubt flower will pas through as it's too fine. As for accurate measurements - you can only try. I used mine for what it was intended for and the measure was always within the accepted +/- 3 grains (gunpowder measurement) but I live in North Queensland, Australia (hot and humid) and it rusted quicker than i could blink - I no longer have it because of this reason.
