can it be operated remotely? as ill be mounting it on the back of my bike and i will need to turn it on and off while riding without reaching it

Sorry, this flash mode cannot be controlled wirelessly. The flash mode can only be changed by the red button above the light bar.

Do theses lights have to be plugged in to used ?? And I’m a security Officer and would want to mount this inside my dash of my patrol car ??

As advertised, the unit is wireless. You plug it in to charge it when not in use, then remove the charger wire when in use. Mounting it on your dash may not work for 2 reasons: 1. It is magnetic mount and most dashboards are plastic. 2. The light is very bright and will reflect back and obscure your vision. Light works best when mounted on the roof of the vehicle.
