The output port "OUT" supplies 5 volts at what current?

Depends on the resistance of the circuit. I’m totally guessing here and I have not measured this. But I would guess something like 400 ma

Could I use for smoke detection? I want to detect cigar smoke in a room to start an exhaust fan.

The smoke would have to be pretty heavy (Thick?) to activate the sensors. CO2 sensor would work better.

I run staircases. i need (two!) to detect when i pass the first and last step to find my speed. will this work with a rpi?

This is not a good solution to that problem. This is designed to detect an object in close proximity, think a few millimeters. The circuit uses a boxcar averager. I don't think the tolerances are tight enough that two boards could be operated together. Think about it as the board is turning the LED on and off and the detector is taking the off voltage and subtracting it from the on voltage. If the on and off is not happening at exactly the same time, it would be very unreliable. The interrupter type you are talking about is a single sensor on a cable and a single emitter on a cable, with one placed on each side of the stairs.
