what is the size of the hex bits?

There are 4 included Hex bits, H3, H4, H5 and H6

This seems like an over priced gimmick. how does one grip a smooth cylindrical screwdriver?

I thought this before I tried but the handle is made with a material that seems to grip quite well. Some say they cant tell the difference in the torgue settings but for me there is a very clear difference and it has been a handy bit of kit for me. Really depends on the price but I'd recommend trying it if it's on offer.

Can you use this on a steam deck?

I don't see why not. You may need different driver bits.
