My stem in not round, it's oval shaped. Will the stem mount flex a little, or is it rigid?

The mount does accommodate oval shape bars as well! It should be rigid.

Does this have magnets?

What is the maximum bar circumference this will fit?

I don't know the maximum, but I can't imagine a bar that it wouldn't fit around. The part that attaches is like an adjustable stretchy belt. Great holder.
