The agreement was made to protect industry reputation of Merino wool. This, however, isn’t a garment. It’s a blanket so, the vendor can call it whatever they want until a customer is willing to stand up to them.

No, 25% wool, 72% polyester and 3% nylon, but very soft, warm, comfortable, and relatively-thick. I replaced a 100% wool one, can hardly tell the difference, and actually like it better, softer and more compliant.
