Why do these switches drop over 2 Volts ? I can only get 9.75 volts out with 11.75 volts going into the switch

Possible that under lower amperages that the lamp voltage requirement of this switch steal voltage from your closed system. A simple test would be to disconnect the lamps "Positive Feed" and retest your systems voltage supply. Hope this helps, and good luck.
