Q: What is the vertical distance from cutting tool tip to bottom of base?

Over all 2.060" with 1.650 to the top of the base plate, 0.410" for base plate. Mounting holes are 0.325" and counter sunk 0.225"

Q: Will this work on a Sherline lathe?

its a little large and tall to fit a sherline but you may be able to thin down the base to get the centerlines to match up and fab a mount to fix it to your cross slide, its actually designed to fit a 7 inch swing or larger lathe

Q: How use on my victor 2060 lathe

The attachment is ok but I had to take time to make a custom mount to hold it at the correct height and adapt it to where my tool post usually sits . The bearing is not perfectly tight , but it works good enough for my needs . Took som time to make the mount work however . Good luck

Q: Will it fit a harbor freight 7x10 mini lathe?

In a word yes, but you will need to crate a way to mount it to the cross slide
