Q: Could I put electric fence charger in this?

I don't see why not. Just make sure it doesn't develop excessive heat. The box has a sealed cover which would make it waterproof.

Q: What diameter cable (size range) fits the cable gland? I need to run in 4, small-diameter, cables (2 in each gland) from monitoring sensors.

Hello, the junction box comes with 2 PG13.5 cable glands, the cable gland fit for 7～12 mm (0.276 inch～0.472 inch) diameter cable.

Q: What is the size and type of screw that is needed for threaded insert (mounting plate)? Can standoff be used instead of mounting plate?

I asked the same question last month and received back that this was a 5mm, "binding head" screw, roughly 1/2" long. The screws that come with this Zulkit box also seem to be stainless steel and secure very well into the brass thread inserts in the plastic (four of these, one in each corner). There are also MANY other securing locations built into the bottom of the box which are part of the "injection molded" manufacturing process. These are un-threaded extrusions with holes in them that protrude above the rear plane and which can accept a sheet metal or 'self-threading' screw (although I no longer remember what that size may be, because ours is currently installed in a difficult to access location, and is using the included 'back-plane' piece which, if you closely examine the pictures, is a 'mesh' of holes molded into this separate 'back-plane' section). BTW: This Zulkit box is a MASSIVE improvement over the old steel box enclosure we used previously, and is ABSOLUTELY impervious to water, any moisture, all dust, and certainly the focus of our use: insects. HIGHLY recommended enclosure!
